Anchor "to page" also missing from LO 7.2.5.1 in Leap 15.3, so it seems to be a feature ....

Apparently, it is lost in the context menu, but can be done using the "Anchor widget", whatever that is.
They removed it because the dev thinks "anchoring to page is discouraged"! Amazing.
I am sure you are welcome to join the development team and make your desired options available.
They mention that a user can put back the menu entry, but I don't see how.
I can double click on the image, go to "type" tab, then click "anchor / to page" button.
