No, they are not.
Specially on the software module, which has different features and behavior in QT or GTK modules. The ncurses one is similar to the old qt interface of yesteryear.
Just fire up the yast software module in QT mode, make a photo, close it, then fire up the ncurses interface.
The entire top level line of menus is missing. In the second line, for "view", there is no "view by repository", for instance, to mention one that I use a lot. Here it is labeled "Filter". If you activate that view, then the secondary filter feature is missing, so you can not search for a particular package in the active repo.
