I'd almost be inclined to rule out the local system and ssh. This is all apples and oranges. Is it possible that you have some differences in ~/.gnupg/* or the environment variables on these systems? And if not, then maybe the same setting might yield different behavior for different gpg versions. Finally, why do you compare the results for 'foo.gpg' on one system, and for 'bar.gpg' on the other?
