http://ntp.isc.org/bin/view/Servers/StratumTwoTimeServers and pay attention to a server's access policy and "notify" requirements. If it says it's restricted or closed, then it's restricted/closed -- and if it says notification is required before connecting, it's required. It's considered good etiquette to send an email advising you are connecting to a server anyway.
