Testing imap? You have to specify the port. Without that, it uses the default port, and that would be attended by the telnetd daemon which in openSUSE is not installed normally, ssh is preferred.
Try telnet localhost 143
No, the connection stays refused, no matter using user or root. There must be something else... I am searching for a debug command, to see why the connection is refused....
