The later - entire /usr/lib/tmpfiles.d/tmp.conf is ignored.
That poses a problem for upgrades.
If I copy that file, modify it to my liking, then the distribution, in an update or upgrade changes something in the lines I did not touch, or add new lines: I will not get that upgrade. I will not even notice about it!
