I think I may have come up with a 9.3 problem. After trying to compile various programs (not rpms) I have come up with freetype and freetype2 problems. It may have been something I did however, I don't remember playing with freetype. Anyway check /usr/include/free* and see if you have freetype and freetype2. I removed /usr/include/freetype and left /usr/include/freetype2 and things seem to compile now.
Anyone see a similar problem. Prior to the removal any program calling for freetype seemed to fail to compile.
My freetype is a subdirectory of /usr/include/freetype2. /usr/freetype2 has only one entry, /usr/include/freetype2/freetype.
