Check out ManDVD from Packman.
If you're under KDE I highly recommend the usable (albeit a bit unpolished) KDE DVD Author Wizard.
I use it often.

The only trick is to hand-edit the breaks between chapters on long videos.
Another, maybe a bit more polished is MANDVD which does the job, even converts *.avi and *.vob files and puts them into a menued DVD.
