I have restarted X and found the new session occasionally on tty8 rather than the normal and expected tty7. And this is probably my own fault for fiddling with more than one desktop at a time.
Speaking of possible, Fedora implemented a change a few versions back to make it likely not on tty7. Booting Fedora directly to runlevel 5 puts X on tty1. If not, X goes to tty7, except during Anaconda installation, which puts X on tty6. It wouldn't surprise me to see anyone on Factory trying to use systemd run into similar schizophrenia. Some keyboards have glitchy shift keys, especially if USB instead of PS/2.
