It's probably safe, but your fwbuilder might not work afterwards. You can downgrade libnetsnmp to .15 - I'm pretty certain that's what I've done in order to install the HP Proliant Support Pack (which also requires .15).
I have found another site that claims to be for 11.3. However, even with that file, I still run into dependency issues. You'd think if it's targeted for a specific distro, they'd find the required dependencies without having to downgrade something.
