Just to clarify, scp, as installed from openssh package, is an executable binary _not_ a script. If you're still having problems with sshd/scp after re-installing openssh like Patrick instructed in another response, then you could enter command type -a scp in a terminal to see how your shell would interpret scp if used as a command name (assuming that bash is your default shell).
