I have reproduced this. A clean install of Firefox 64 has no title bar on Win10. However, it is merely turned off and can be put back. I found this: https://support.mozilla.org/en-US/questions/1177314 Go into toolbar-customisation mode. (E.g. right-click a toolbar and pick "customise".) At the bottom of the customisation screen, there is a tick-box for "Title Bar". It is before "Drag Space" and a chooser for which toolbars should be displayed.
