It's not a flaw in Android. The phone is designed to use WiFi when available. While you might be able to maintain a 3G connection while within range of your WiFi, you can't say the same about maintaining WiFi while walking away from home. At some point you will lose your signal and be forced onto 3G. IPv6 allows for that.
