Yes, I'm sure it does. I have a similar machine (inspiron 9400) its another older laptop that still performs well. I have the same 3.2 gig usable in that machine, even thought 4 gig are installed.

Dell Core 2 Duo machine. Nobody is exactly sure how Dell did this (or why) but these machines and the 1501 series all have this limitation. Some say its a bios limitation that was removed with bios 2.6.3. See http://en.community.dell.com/support-forums/laptop/f/3518/p/19298222/1963901... which is specific to the above mentioned Dell 1501 machine.
