A quick Google search reveals that some people seem to have usbip working for license dongles. I guess you won't know for certain until you try it. One potential issue is that the driver for usbip is unsigned and depending on what sort of Windows environment and the mood of your domain administrators this might not be allowed/permitted.

The USB server won't really need Internet access, so I can run an older openSUSE version if that's what's needed. 13.1 has a pre-3.14 kernel, so maybe that's what I need.
