Which browser are you using? I found that most browsers don't allow pop-up windows although Firefox does.
In (Edit -> Preferences -> Privacy & Security) my Firefox (v. 60.7.2 and prior) I have "pop-up windows" blocked, but entered an Exception for the local host's IP address.
