The cursor does switch. It does not matter which cursor or theme is in use. If moved to the frame/border it disappears briefly. If left over the frame/border it disappears. Move the mouse and it reappears.

I had a similar problem and it turned out to be related to the video card. I have an Nvidia 550 Ti and the OS supplied nouveau driver is very poor. After switching to an Nvidia supplied driver the problems cleared up. You might try a different video driver to see if that has any effect on your problem.
