It's normal operation--when the processors don't have much to do, they run at lower frequency to conserve power. If there's a resource intensive task, they will go to full frequency.
Any idea what I can use to test my hardware. I doubt my hardware is bad but if it is, I don't want to, but I'll send this stuff back to the manufacturer lol.
