It downloads a description of each update available and compares it to the list of installed packages and previous updates - these are small text files, one for each possible update.
Please clarify this. Is it downloading a description of EVERY available update, or only a description of updates that I need. Your wording seems to point to the first.
The first - but each file is only around 2 - 5k
Which server are you using? some can be very slow and others faster.
