5 In the login screen and in a KDE session of other users ctr alt f1-7 work OK Moreover in an ICeWm session of my own the keys also worked OK
So it definitely is a kde issue confirmed when I temporarily disabled .kde4 Some configuration got warbled for some reason and it just requires a bit of patient spelunking to find out what. I'll let you know as soon as I nailed it.
I'm reading the Xorg.0.log file as we speak to see if it has anything helpful.
Looking at Xorg.0.log won't tell you anything, as you already know it's about your own personal KDE settings. There could be something in .xsession-errors. ~/.kde4/share/config/ here has three files containing string "keyb". You might try logging out, deleting those three files, and finding the problem gone on next login, with minimal reconfiguration to do. If that doesn't work, log out again and delete the content from /var/tmp/kde-cache-<username>, /tmp/ksocket-<username> and /tmp/kde-<username>. Depending on how complicated your personal settings are and how much work you're willing to do to rebuild almost from scratch as if new KDE user, you might just try deleting everything from ~/.kde4/share/config/. -- "The wise are known for their understanding, and pleasant words are persuasive."
