Leap does not use ifup, it uses... ugh, can't remember the name just now. Maybe you could hook a script on /etc/sysconfig/network/if-up.d,
wicked - but ifup and ifdown still work.
(There's no ntpd in oS 13.1, it has been replaced by sntp.)
