It probably never had 6.4.0-150600.21.2 installed. It needed repair, which installing 6.4.0-150600.21.3 provided. 6.4.0-150600.23 is the newest kernel. The zypper proposal you provided indicated it would not be updated, but only update 6.4.0-150600.21.
