Easier said than done. Leasing tower space, obtaining right-of-entry, FCC licensing and permits, etc. Studies would have to be done to identify interference problems, jurisdictional overlaps, threats to endangered species, effects on carbon footprints, and such. It would be a nightmare.

Your country allows television stations to be created and operated without any governmental oversight? What if your frequencies interfere with other areas? Can you, as a amateur radio operator, operate at any frequency and power?
You might recall that a couple of months ago I was looking into Internet access via microwave link? The company came out and determined that we were dark for their service. There's a good antenna farm not too far away and the guy said they've tried to install their repeater there, but they just couldn't get things lined up. Remember, this is California, the home of Big Government and the Regulation State.

I doubt it with regard to rogue television or radio stations. Can you cite any examples? Over here, back in the early 1960's, small communities would do exactly as you suggest. It was the beginning of the cable television industry. I even remember seeing a repeater in a field in New Jersey where we used to hunt that relayed TV signals to a small village at the bottom of a large cliff. Now you'd have to have carriage agreements with all the content providers and pay them money for relaying their signals. Then there are easements and permissions from local jurisdictions for digging up the streets, for cable signal distribution anyway. We're wandering into the off-topic area again.
