Yes that is correct. For us (openSUSE community) the instance of the Open Build Service code that is operated to build openSUSE stuff is called the openSUSE Build Service.

Nope, see above. Open Build Service is the upstream project that provides the code we use to run the openSUSE Build Service.
At least that is how I see it, others might have different opinions.
