I am assuming you do not have some weird keyboard setup.
I rebooted of all things and it's all ok now. It started when I added Gnome, Mate, and one or two others, so it probably got confused. However, it seems fine now. Thank you, Patrick.
James, could you next time please provide such info in your opening post? Makes helping out much easier for others and issues solved faster for you.
I experienced the same thing yesterday. It was after a routine update via the software update tray tool in KDE. The update did not have a kernel update, so I did not reboot. Typing in a Konsole worked fine. Typing in a password into a pop-up password box refused to honor the r key as well as a few others. Ctrl-Alt-F3 and back again to Ctrl-Alt-F7 did not clear the error. Logout (via the kde menus), then log in again cleared it. Sadly, I do not remember what needed the password, but since it was a KDE/plasma session it was probably some standard KDE dialog.
