When you build the new server, you can dump the LDAP database into a LDIF formatted text file... once you have this format, you can edit the file to add users and then re-import the file to create the users. Once you have this, you can have cyrus create the mail boxes and assuming your clients are using pop, users can then copy mail back into the server. It's a bit manual, but it does work well.
