How is it related to NFS? You requested to mount localhost and localhost resolves to IPv6 address ::1, so it is trying IPv6. When you explicitly give IPv4 address it is trying IPv4.
To force NFS to not even try IPv6 use server name that resolves to IPv4 address.
The localhost entries in the hosts file, I did not write them. openSUSE wrote them, first ::1, and later 127.0.0.1.
