Yes, if it should be a clean installation. I've got the complete installation DVD with all pacakges on NFS and install from there. Then puppet takes over to update the cache directory location and trigger the package updates.
That's roughly how I used to do it, but I figured using squid would be completely transparent and very low maintenance.
