The init scrips reside in /sbin/init.d (/etc/rc.d is a sysmlink to this directory). Most of them source /etc/rc.config and check the content of a variable START_FOO (yes/no). If this variable (for example START_MYSQLD) is set to "yes", the script will be executed on bootup. If you run the script manually from the command line, the value of the variable in rc.config does not matter. Therefore "rcapache start" (rcapache is a symbolic link to /sbin/init.d/apache, since the latter is not in your PATH) starts the Apache web server.
