So Fred is right - no 11.0 support ATM.
Not to worry though, 3rd party packages have historically been lacking in the dev versions. Wait 3 weeks and all the goodies will be available for the 11.0 release.

No, he's not. The VLC Repo is available for 11.0 since Alpha 1. So you can not really talk of a lack there. http://download.videolan.org/pub/vlc/SuSE/11.0 and libdvdcss comes from there for long already.
