No, Spammers don't care about who gets the spam, as long as many people get the spam. They buy (or grab) email addresses by the thousand. I am in Germany and I get spam for things that are only usable in the USA (if you can speak of spam-advertised items as "usable", heck you know what I mean). Like books on tax reduction/fraud.
