(U)EFI boot partions are (V)FAT32 formatted. Just the partition-type-id is different from standard FAT. And yes, in case of EFI boot partions, shrink + move is much easier than delete and recreate. Stupid uuid. This reflects some ugly lessions from RL. Leaving an empty space (multiple of 4k) up to a full 1024kB = 1MB makes sense. That way no bootloader will shredder the first partition.
