Win2K doesn't "get it" at all, it simply reads values from the BIOS. The linux kernel actively tries to detect the speed by reading timestamps while performing things. If you have windows installed on the machine, I would suggest that you download AMD's cpu "information display utility" at http://www.amd.com/us-en/Processors/TechnicalResources/0,,30_182_871_2364,00... and see what speed it tells you the CPU is running at.
