There is one method to fix a bug that no bug is resilient to: "Declare it feature, or ignore it." :) I do the second. Bug does not prevent Grub from working correctly. Besides that, error message is more a political statement by author that disagrees with English being default and not needing translation file. Having messages in all used languages pulled from translation files could be good idea for political reasons, ie. equality, but removing importance of English as de facto lingua franca [1] of computing will have detrimental effect on mutual understanding between developers.
