I had the same problem too on TW VM and ended up doing rebuilddb. It was sporadic, but running verification show errors in files other than Packages.
Did you find out if the command "rpm --rebuilddb" works, or only "rpmdb --rebuilddb"?
I ask because I want to report man page error in bugzilla, but perhaps the page is correct.

I know that manpage, and my hypothesis is that there is a mistake, and I want to check.
Fire up a VM, try. Did so, ages ago, and it never failed.

But still, we don't know what Basil "fiddled", so the cause might completely different. FWIW he may have destroyed a btrfs subvolume. We don't know.
