They serve different purpose. Nagios is primarily monitoring tool - it collects metrics and can trigger reactions based in these metrics. Cacti is primarily long term graphing tool. It collects metrics, stores them persistently over long period and can draw pretty graphs from them. There are nagios plugins to implement cacti functionality; I do not think opposite is true.
I installed cacti sometime ago, but I did not find the sweet time spot to configure it, so it does nothing yet. I had a look at the page somewhere at opensuse.org and it seems complicated.
