Shortsighted, isn't it? There is one very intelligent site I have come across (and which I use when necessary) which is LEADTEK in Taiwan. The application for the TV cards I have is nearly 30Mb big so what Leaktek have intelligently done is to archive the program using RAR and also break it up into 5Mb chunks. They did this, as they state on their site, for those who don't have broadband and can, therefore, using dial-up, download one part at a time at their convenience, and after they have all the parts they run the first chunk (an executable) which then merges the other 5 chunks into the one complete application.
