As mentioned already, rpm-md is new default.
It seems it would have to be new, because up until a few days ago, these repositories regularly refreshed without a problem, and I had not made any changes to my repository configuration.
The /suse sub-directory holds repo-md metadata. So http://download.opensuse.org/distribution/leap/42.3/repo/non-oss/ - yast2 http://download.opensuse.org/distribution/leap/42.3/repo/non-oss/suse/ - repo-md If you are using btrfs you may consider comparing configuration in previous snapshots at the time when repository access worked. It almost looks like zypper decides to change configuration by itself.
