I guess this question is better asked on factory list. So far I have not seen any impact of any openSUSE-release-* package. Actually, for a long time net install defaulted to openSUSE-release-appliance-custom and nobody noticed. https://bugzilla.opensuse.org/show_bug.cgi?id=1209959
