Have you checked your grub line to see if it's not been contaminated by some unneeded characters?

That is interesting. I don't know if that is the problem that I had. My workaround was to install 13.1 and then upgrade to 13.2. It seems to work fine doing it that way on one system. The second is in the process of being upgraded so I'll find out in the morning whether it has worked for that system too.
