some problems with PATH

Running 9.1 and are trying to get some updates. Liked what I saw with Kynaptic but if I run it under user it protests and says that it should be run as root. su -c kynaptic tells me that kynaptic cannot be found. Why is it there as I try to use it as user and cannot be found as root?
