I guess, this one is Skype problem. I'm using Skype on 10.3 and before the latest Skype update video worked fine. With the latest Skype I see the same problem. That is, same OS 10.3 + newer Skype 2.0.0.72 = bad video call Window.
... It could be webcam driver (SPCA5XX) as well.
