I don't share your fondness for this GUI scheme, but here's how you access detachable menus: Look for the gnurled texture at the left or top of a menu or tool bar. Click and drag from that area and the menu or tool bar will detach and float.
I'm using SuSe 9.1 pro and there is no gnurled texture or other grabable handle on my menus in KDE.
I've done some hunting around and I still can't find an option for it. Any more ideas?
There are on my copy of 9.1. You'll find them at the extreme left of the tool bars. They look like 3 vertical lines.
