I just checked on an 11.0 box, tapped on the keyboard and nothing happened. Then looked closer at the keyboard and the scroll lock, numlock, and caplock lights are on steady. If pressing numlock works (by which I mean it turns on and off the numlock light) then you can try pressing "scroll lock". If that has been accidentally hit, no key will work until it is pressed again If numlock doesn't work, then it sounds like X is locked up (did you enable 3d acceleration with a binary-only driver on that machine?).
