Cygwin has something. Once upon a time, when I was forced to do development on the beast that is Windows, I integrated the mailing of change notices into CVS (all under Cygwin). The mail-sending tool is called "ssmtp" (simple SMTP). Naturally, it's scriptable, since it's a command-line tool.
