I have seen a home router from a cable ISP (obtained free of charge) with a dhcp4 server that can tie IPs to MACs. But then, it has no DNS server, and the interface is cumbersome: IIRC, it reboots on each entry you add. Those things are only practical with dedicated computers for sites.
