Assuming you are using the default SuSEfirewall2, edit as root the file '/etc/sysconfig/SuSEfirewall2', find the line containing 'FW_SERVICES_EXT_UDP', and add 'ntp' to the right hand side, as above. Finally, run "rcSuSEfirewall2 reload".
