That key fetching comes from an "unofficial" patch by Andrea Arcangeli and Christoph Thiel (unofficial because it's not merged upstream (yet?)).
There seems to be an issue with RPM < 4.4 regarding the approach used in the patch, we had some comments from Jeff Johnson about it on the smart list.
As of now, unfortunately, the best approach is to turn it off: smart config --set rpm-check-signatures=false
It works well on 10.1 btw.
Thanks Pascal, I used YaST to update smart and still had the error (even with packman I had the error). Updated the config as suggested.
