The reason you have to specify the interface for the link local address, is because otherwise the computer won't know what interface to use (I have 3 NICs in one computer).
How about a simple workstation with just one NIC? Besides, in a box with multiple interfaces, each interface has it's own link-local address (AFAICT), but for some reason the routing table shows all link-local addresses accessible via lo(opback).
