Is this something new? None of the mail lists here are moderated -- although we do have "Mail List Cops" :-) Basil, quite a few of the lists are moderated, i.e. not open for everyone to post to. "opensuse-announce" is one of those.
That is not what the word "moderate" or "moderated" means. The better word probably would be "Acceptance".
It is how it is implemented in mlmmj, the mailing list manager software. "moderation" is the process applied when someone isn't permitted to subscribe or post to a list, regardless of why.
